A standup comic recently related a conversation he had with a friend:

"I got pulled over by a cop the other day for doing 5 miles over the speed limit, and I went off on him. I said, 'I'm so sick of being bullied by fat, lazy traffic cops who sit around all day with a radar gun in one hand and a box of doughnuts in the other.'"

"Yeah, what did the cop say?" asked the friend.

"He said, 'Excuse me sir. Could you roll your window down? I can't hear a word you're saying.'"

How did the guy hear the cop if the cop could not hear him?

Unless the offense was egregious, I was always willing to be talked out of issuing a summons.

But this is not the way.

I think the point is, the guy wanted to vent without the cop hearing him. I believe the story is tongue-in-cheek, so it's best not to over-analyze.

I assumed it was a joke. My initial reply was simply to be humorous as well.
