Can someone explain to me how unbelievers, which the Bible says, they have all been redeemed. Is this a contradiction?

Maybe he's trying to ask, "if all have been redeemed, why aren't all saved?"

2 Peter 2:1

But there were also false prophets among the people, just as there will be false teachers among you. They will secretly introduce destructive heresies, even denying the sovereign Lord who bought them—bringing swift destruction on themselves.

To buy a person or group of people is what redeemed means. Back in first century, they sold slaves in the market place, when one is bought/redeemed out of the Market. They were able to be a free man. Here they use its simplified bought! Although several modern translation translate this as redeemed.

If hell was a bought paying the price for sin, you might be on to something to discuss

However hell is not to pay for sin

Jesus did that once and for all

But everyone doesn’t accept the gift and as a result spends eternity intentionally separated from God
